A conceptual framework for responding to cross-border climate change impacts

This (pre-print) publication presents a conceptual framework for responding to cross-border climate impacts and associated risks and opportunities.

The framework provides typologies of cross-border climate impacts and responses to them and define actor constellations who may respond to impacts. Analysing targets and dynamics of different response types, a set of governance modalities are then proposed which may be appropriate to adequately address certain impact types. A key to suitable governance modalities is a recognition of response effects and undesirable consequences that may redistribute or exacerbate risks across scales.
